Government definition of volunteering (sort of)

When asked for a Cabinet Office definition of volunteering, Phil Hope came up with this:

"For the purposes of volunteering policies the Cabinet Office defines volunteering and volunteering opportunities as any non-compulsory activity which involves spending time, unpaid, doing something which is of benefit to others (excluding relatives), society or the environment."

Not all that radical, but I'm interested in the fact that he has explicitly said that volunteering is 'unpaid' – given schemes like CSV, some of the V full time volunteering programmes, and a lot of the talk about 'rewarding' volunteering that has come up around youth volunteering, the waters have sometimes been a bit muddy in this area.
